Match on Main Grant
Match on Main is a state-funded reimbursement grant program designed to support small business growth and place-based investment in downtowns and main street corridors. The program is administered locally by the City, DDA, or other designated management entity. Eligible businesses may be awarded up to $25,000 to support approved project costs such as interior building improvements, technology upgrades, marketing and branding, or activation of outdoor spaces. Funding is provided on a reimbursement basis. Applications are reviewed competitively at the local level, and funding is limited. Not all applications will be awarded. Businesses should contact the City or DDA for guidance on the local application process.
Applications WILL NOT be accepted after March 31, 2026.
Facade Grant
Design changes that take place at commercial properties are a critical part of any successful revitalization strategy. This program is administered by the DDA and will offer financial assistance to commercial property owners seeking to renovate or restore the exterior of their buildings.
Other Incentives
West Shore Bank offers low-interest fixed-rate loans up to $25,000 for new and existing businesses.
Venture North also offers low-interest fixed-rate loans for the Manistee Area.
The Michigan Economic Development Corporation (MEDC) offers grants to redevelop downtowns, these programs typically require substantial rehabilitation to the building and the program will need to be facilitated by the DDA and local authorities.
TIF Gap Financing Incentive
To support housing development within the Downtown District, the Manistee DDA may commit future tax increment revenues to help close financial gaps in eligible projects. This incentive is designed to improve project feasibility and encourage redevelopment that aligns with the goals of the DDA’s TIF Plan. Eligible uses of funds include housing construction, historic preservation, and ADA compliance.

Federal Historic Tax Credits may also be available. This program encourages private sector investment in the rehabilitation and re-use of historic buildings. A 20% income tax credit is available for the rehabilitation of historic income-producing buildings that are determined by the Secretary of the Interior to be “certified historic structures.” The DDA can assist property owners looking to receive these credits.
